Starting July 3, 2023, all documents submitted through the Digital Platform of the National Registry to register ownership of a movable property (such as cars, motorcycles, and boats) will obtain the corresponding title certificate in digital format.

This measure seeks to expedite and facilitate the procedures related to the registration and issuance of property titles for movable assets, offering notaries and registry owners the option of receiving the titles digitally, which represents another step forward in the process towards the modernization and digitalization of administrative processes.

The President of the Republic, Rodrigo Chaves, and the Minister of Justice, Gerald Campos, stated that this service is a proof of the commitment of Executive Authorities to simplify procedures.

The service will be available exclusively to Notaries Public registered for the use of the Ventanilla Digital of the Public Registry, and as long as they manage movable property documents through the system available in the corresponding online portal.

The digital titles will be sent to the email registered by the Notary Public in the system and will contain the same information as the physical titles. In fact, both digital and printed titles will coexist simultaneously provided that the following clarifications must be borne in mind:

  • The new rules apply only to titles requested digitally.
  • If your title deed was or is issued in physical format, it will not be possible to replace it with a digital title.
  • In case you have to replace a physical title, you shall still follow the standard in person replacement process to obtain a new one, which will still be in physical format.
  • In case you have obtained the digital title, and you need to replace it, you may request the replacement by sending an e-mail to CertificacionesLiterales@rnp.go.cr, the only requirement being to have a digital signature. Otherwise, you shall still appear in person at the Registry and request the delivery by e-mail in the case of digital titles.

The implementation of the new rules is expected to reduce waiting times and provide greater comfort to users, who will be able to access their property titles quickly and safely through email. Likewise, the option of having digital titles will allow better management of the documentation, avoiding the loss or deterioration of physical titles. According to the data revealed by the Authorities, more than two (2) million titles were printed in 2022 alone, which goes against the paperless-use policies of the different branches of the Republic.
